Who owns the step, and who actually does the work?
A manager may own the quoting process while another person prepares each quote. Naming the owner and assigning the work answers two different questions.
Keep responsibility and effort distinct.
Ownership names the person responsible for the step. Assignments describe the resources and effort it needs. An owner is not automatically counted as doing all the work.
Build a picture people can question.
Keep the description close to the name and figures. Today you edit on the canvas; a table over the same underlying information is planned for faster bulk editing.
